Hypnosis Inductions

I have a level 18 GASTLY and I dosent have Hyponosis when does it learn it in Pokemon Leaf green?

I already checked Bulbapedia.com and serbii.net but they say that i sopose to START off with hypnosis but it dosent plz tell me how to make him learn it PLEASE!

You probably caught it after level 16; you need to catch it before then if you want it to have hypnosis. This happens because wild pokemon automatically know the last 4 moves up to its current level. Look for one that’s 15 or lower, or breed it using the daycare.
