More than 200 Texas children died from abuse or neglect in the past financial year, up 11% from the previous years and twice as many from a decade earlier, according to the Dept. of Family and Protective Services. In 2004, the fatality rate of 3.3 per 100,000 Texas children are 65% higher than the national average of 1.98 per 100,000 from the federal Department of Health and Human Services.
