I need a pokemon that can use hypnosis/sing and is really fast and accurate?

i wanna use it for battles so it needs to be quick and accurate

Like I said before, breloom is one of your best bets. It’s not very fast, but it’s the only good pokemon knowing spore, which is a sleeping move with 100% accuracy. It can then just go for an insane strategy by using focus punch to quickly beat foes with its massive damage. Oh, and darkrai is banned in all competitions except the very few that have no restriction and/or allow ubers, a banned tier darkrai is part of.
